@KannoYoungs I reported back in spring on internal guidance that didn't carve out migrants who feared persecution from the expulsion policy: https://t.co/Doorn9kw9s CBP didn't deny this was their policy at the time, and has not denied it since. Everything they've said has been about torture.

N.B. to anyone watching Morgan presser: .@KannoYoungs just asked if people who expressed fear of _persecution_ were being referred for more screening, or expelled under Title 42. Morgan's answer was about "CAT standards" -- torture, _not_ persecution.
